Абстракт
The professional organization to out control drug and bio-medicament quality in
Mongolia was firstly founded as a Central Laboratory to examine drugs in 1965 year.
Further in 1994 year the named Laboratory was reconstructed as a center of Drugs and
bio-medicaments that was a fundament for the professional inspection function.
At the same time in the organizational structure of the health Ministry in 1992 year it
was established service with a main duty to put internal control on treatment quality
that was widen on auditing direction in 1994 year.
- 1996 jointly was reorganized drug and treatment that were early separate
- 2000 it was united hygienic control to the named service forming health
united control structure that was the Health state inspection service. In this
service firstly were employed the specialists who have basic knowledge of
the profession inspection on the traditional medicine of Mongolia
- 2003 Health inspection service and professional inspection authority were
united as a result what of it was founded General agency for specialized
inspection
- In implementation of the professional inspection on traditional medicine of
Mongolia it was formed complete juridical environment as it specified in
clause 9, item 1 of the Law about government inspection examination of
Mongolia: “will be implemented by organization and service that have a
right by law of the professional inspection”, general rule of the professional
inspection agency approved by decree number 37 of the Government of
Mongolia from 2003 year it was defined a direction to organize drug and
treatment quality control.
There are 6 pharmaceutical manufactures, 5 drug supplier-organizations and over 350
hospitals and sanatoria on the national level that provide activity on direction of the
traditional medicine from the professional inspection agency that keeps record on
control examination based on the risks.
Risk factor has a main specific to be in regular health aid and never reduced to “zero”.
Therefore with a purpose to implement the new conception based on risk evaluation it
is necessary to estimate risk factors relevant to the safety conditions of the patients in
the health branch of private sector /evaluate future damages of previous damage events/
to forecast risk factors and take prophylactic measures to evaluate the negative
circumstance formed to be subjected to the risk, on what the Specialized Inspection
Agency provides its activity on this direction.
